Epic Goal

Burn down some remaining items from the 2.14 effort: https://issues.redhat.com/browse/ACM-21221 (items will be moved into the new epic).

We should also spend time getting things organized in Konflux in order to reduce developer toil keeping pipelines up to date, and consider if running tests in Konflux would be beneficial.

We have a very large number of tests. We should ensure there are not unnecessary duplicates, and that things are being tested at the right levels.
