The agent reconcile is triggered only when there is a change in hosted clusters. This means when a hosted cluster is created and completed and THEN a managed cluster resource is created for this hosted cluster, the managed cluster does not get imported until there is a change in the hosted cluster which triggers a reconcile to copy the kubeconfig secret into the klusterlet namespace.

Steps to verify

1. Create a hosted cluster first and wait until it is completed.
2. Create a managed cluster manually or use UI to import the hosted cluster.

Expected: Within 30 seconds, the managed cluster should become imported.

Unexpected: The managed cluster stays pending import for a long time.
