      Description of problem:

hypershift deployment is blocked by a failed network clusteroperator

Version-Release number of selected component (if applicable):

      How reproducible:

          2/2

      Steps to Reproduce:

          1.deploy a hub cluster + hosted cluster, (I used this job : https://jenkins-csb-kniqe-auto.dno.corp.redhat.com/job/CI/job/job-runner/5387/ )

      Actual results:

Deployment fail to get to condition :

      [kni@sealusa35 ~]$ oc wait --for=condition=ClusterVersionSucceeding=True hostedclusters hosted-0 -n clusters --timeout=1s
error: timed out waiting for the condition on hostedclusters/hosted-0

      [kni@sealusa35 ~]$ oc get clusterversions --kubeconfig ~/clusterconfigs/hosted-0/auth/kubeconfig
NAME      VERSION   AVAILABLE   PROGRESSING   SINCE   STATUS
version             False       False         25m     Error while reconciling 4.19.0: the cluster operator network is degraded

      [kni@sealusa35 ~]$ oc get co -A --kubeconfig ~/clusterconfigs/hosted-0/auth/kubeconfig network -ojson | jq ".status.conditions"[0].message

      Expected results:

          condition met :
      oc wait --for=condition=ClusterVersionSucceeding=True hostedclusters hosted-0 -n clusters --timeout=1s
