As we prepare for staging, I want to configure the GitHub Actions for the MCE bundle repository with the correct stage release plans so that the bundle building process accurately targets the stage environment, enabling the creation of stage-specific bundle images.

• [x] The release-plan variable in stolostron/mce-operator-bundle GitHub Action is set to stage-publish-mce-29.

• [x] The GitHub Actions can be triggered successfully without error.
