Description of problem:

Cannot show all the policies in the customer's environment. ref to this case: https://access.redhat.com/support/cases/#/case/04178356

the reason is that the total size of the policies is almost 2.9M. our default value is 1M in Kafka broker, kafka producer and kafka consumer. so cannot report all the policies into global hub.
