So as to not interrupt existing users who have search-collector-config ConfigMaps in use that specify lists of allowedResources and deniedResources for Search to index, this configuration must be encapsulated into the configurable search resource. This configuration must also be able to resolve the case where there are multiple configuration resources, e.g. Policy, Virt, etc. all have their own configuration resources that must resolve with Search dev resource collection and customer configuration resource collection.
