We need to find a permanent solution to ongoing issues with images that use the latest tag in the ACM and MCE bundles
Why is this important?
Several external images within the ACM and MCE bundles use the latest tag in their image reference. This can cause issues when new images are pushed to the registry which are not mirrored in acm-d resulting in build breakages
Scenarios
1. in 2.14.0, we pinned some images to a fixed version.
When we release 2.14.1, container grade for those images has dropped and we need to update the reference to newer version of those and also mirror the newer images.
2. In the past, we just use 'latest'. Every time those images get a new versions, we need to mirror them and there is no one watching when a new version is released for external images.
Acceptance Criteria
The DDR is created to find a permanent solution to this issue which will either not require continual maintenance or have a clear line of responsibility on who up keeps these images
