Description of problem: 

Copy to clipboard of YAML file doesn't work when clicked "copy icon" at the first time(subsequent clicks work to copy content.)

Steps to Reproduce:

1. Login to the console and navigate to the policies page.
2. Select any policy and click on the edit policy under actions option. 
3. Now try to click on copy icon of YAML file once and paste it on notepad.

Actual results:

Copy function should work and should be able to copy the YAML file content.

Expected results:

Not able to copy the YAML content.
