When a hosted cluster is detached and reimported today, it takes up to 30 minutes for this to be auto-imported because the addon agent controller only reconciles to create the external-managed-kubeconfig secret in the klusterlet namespace only when there is an update in HC.

The addon agent should either reconcile on klusterlets or poll to ensure that the external-managed-kubeconfig secret in the klusterlet namespace is recreated in timely manner.
