Enhance the hosted mode to address some issues we found in last release.

• Globalhub ACM version N and Managed Hub ACM within N+2/N-2
• Upgrade Managed hub cluster(manually upgrade ACM)
• Upgrade Globalhub Cluster
• Backup&Restore Globalhub Cluster
• Msa,work-manager/cluster proxy/search addons can work fine
• When external kubeconfig expires, we can provide manual step to repair it
• update doc

Why is this important?

It is important to make hosted mode mature for migration GA.
