      Cannot edit AppSet ClusterSet. Dropdown does not include clustersets

      ACM 2.13.3 GA

      How reproducible:

      Always

      Steps to Reproduce:

      1. Create an appset 
      2. Remove clusterset on appset and try editing it

      Actual results:

      No cluster sets available

      Expected results:

      Cluster sets should be available

      Additional info:

      Workaround would be to edit the YAML on the UI/backend.
