Description of problem:

When logging in as a RBAC user, deploying a subscription application results in the subscription node and the resources associated with the app not deploy to the targeted cluster. Search result is not able to query these resource statuses.

1. Deploy a subscription application
2. Observe the nodes in the topology view
3. ...

Actual results:

Some nodes in the topology view show 'not deployed' status

Expected results:

All nodes in topology view should be deployed and show green status

Additional info:

In the attached photo we can see that the resources are not deployed and search has not returned any results
