Description of problem:

Global search does not work in hosted mode

the managedserviceaccount install namespace is not open-cluster-management-agent-addon so that the clusterrolebinding we create in global search does not work. refer to here

Another issue is that the global search configmap is always created in a namespace which is the same as global search install namespace. in order words, we assume that the MCH install namespace in the managed hub clusters are always the same as the global hub. It may not be true. At lease, it is not true in QE's environment.
