Description of problem:
i'm Creating Drpolicy for HCP cluster with this flow dr-operator is install getting installed via Manifestworks on HCP cluster. I See that Subscription for dr-operator is in Unknown state. When checked manifestworks i see this errormessage: 'Failed to apply manifest: operatorgroups.operators.coreos.com is
forbidden: User "system:serviceaccount:open-cluster-management-rackm14-m14-hcp-ga-2:klusterlet-rackm14-m14-hcp-ga-2-work-sa"
cannot create resource "operatorgroups" in API group "operators.coreos.com"
in the namespace "openshift-dr-system"'

Steps to Reproduce:
- Create HCP Cluster
- Create drpolicy using newly created hcp cluster
- check manifestworks for ramen-dr-cluster
Actual results:
