Description of problem:

When importing a managed cluster into global hub,  the GH addon should not be installed.

Everything works as expected when the Global Hub has the local cluster enabled.

However, when I try to import a cluster into a Global Hub that hasn't enabled the local cluster, the following error occurs:

admission webhook "global-hub.open-cluster-management.io" denied the request: the local clusters must be enabled
```
