Fix Argo CD Agent upstream issue:  https://github.com/argoproj-labs/argocd-agent/issues/348

There are some upstream issues in the Argo CD Agent that are preventing "Managed Mode" from working correctly. Specifically, deleting and updating applications fails. Since Managed Mode is the primary integration path ACM will use, these bugs would undermine the ACM + Argo CD Agent value we deliver to our customers. Since the Argo CD Agent maintainers may not prioritize fixes for Managed Mode (which is what ACM needs), we (ACM) will need to address these issues ourselves in upstream.
