Description of problem: Labels are needed to be added for clusterroles under policy-virt-clusterroles in order to perform VM end to end scenario. Without these labels, the UI wont be able to see any clusterroles.

The label needed to be added for the clusterroles is

rbac.open-cluster-management.io/filter=vm-clusterroles
Note - not sure if these labels should only be added to relevant clusterroles for the acm workflow or all the clusterroles policy is deploying
