[mce-2.8] Cluster Manager Continuously OOMKilled

      Description of problem:

      The cluster-manager pods within multicluster-engine are continuously being OOMKilled despite no apparent resource scarcity on the cluster. Pods appear to come up and spike in memory usage and are terminated every 10 minutes or so.

      ACM 2.12.3 / MCE 2.7.4, OCP 4.16.19

      How reproducible:

      Unsure, cannot reproduce in my lab environment but persistent in this environment over the past few weeks.
