Show policy labels on descendant pages within Discovered policies

      Feature Overview

      Currently, only the top-level Discovered policies table shows the labels for the policies (in aggregate of all the policies deployed across the clusters).  Drilling down into the cluster list page or down into a specific policy instance of a cluster; does not show the labels.

      Because we are aggregating the labels across the policy instances, it is possible for there to be deviations in labeling and it would be good to show the labels through the UI to help users identify if there is any drift.
