Expand icon not using dark version cluster node pools upgrade version modal

      Description of problem:

      When we want to upgrade a node pool, in the row for cluster node pools, the icon that expands the node pools is using the lighter version. In this example ACM is using the system default, which is dark mode:

      Steps to Reproduce:

      1. create hosted cluster
      2. go to cluster pools, select 'upgrade available'
      3. upgrade version modal appears, observe issue
