We have to support 4 platforms on konflux and have not been producing multi-arch builds.

1. Announce to internal teams we need multi-arch images
2. Announce to external teams
3. Validate things are progressing ok with early adoptors.  There could be performance or konflux problems in this area
4. monitor progress

Provide details to apply multi-arch to konflux builds.  Only needed in on push pipeline tekton files to reduce performance impacts to konflux
