Hosted cluster is stuck in Offline status after HC is deleted and then auto-reimported

      Description of problem:

      After deploying a hosted cluster and importing it into MCE, if the user destroys the hosted cluster (but NOT the managedcluster CR) the cluster will appear as Offline in the UI. Then when the hosted cluster is recreated, it gets auto-imported back into MCE. However, the status of the cluster still shows Offline and the managedcluster is unhealthy.

      Steps to Reproduce:

      1. deploy and import a hosted cluster
      2. delete the hosted cluster, but not. the managedcluster CR
      3. re-create the hosted cluster
      4. observe the HC still has the correct annotations and appears on the UI as if re-imported, but ManagedCluster is unhealthy.
