Description of problem:

When we try to detach or destroy a cluster, the option is greyed out if we select the more options button for the cluster in the cluster list. Should there be an additional pop-up (similar to when a user has insufficient RBAC permissions to delete) that mentions this option is not available via the UI?

Whether we do this fix or not, we should also create a doc issue to make sure our documentation states this if we do not get to this action in this release.
