[RDR] Discovered VMs created via CLI take a few mins and requires multiple hard refreshes to be listed under VMs page of ACM console

      Description of problem - Provide a detailed description of the issue encountered, including logs/command-output snippets and screenshots if the issue is observed in the UI:

      When VMs did not show up even after 4-5 hard refreshes, I had to DR protect the 1st VM which was a discovered app deployed via CLI, after applying DRPolicy when I came back to the VMs page, I saw the other 2 ACM managed VMs listed there. It was approx. 5-6mins by the time they were deployed. 

       

      The OCP platform infrastructure and deployment type (AWS, Bare Metal, VMware, etc. Please clarify if it is platform agnostic deployment), (IPI/UPI):

      VMware

      The ODF deployment type (Internal, External, Internal-Attached (LSO), Multicluster, DR, Provider, etc):

      yes

      If this is a regression, please provide more details to justify this:

       

      Steps to Reproduce:

      1. On a 4.19 RDR setup, deploy discovered app VM via CLI

      2. Check under Infrastructure -> Virtual machines of the RHACM hub console

      3. Now deploy 2 VMs via ACM console of Appset (pull) and Subscription types

      4. Check under Infrastructure -> Virtual machines of the RHACM hub console

      If it isn't there, hard refresh the console once and check again

       

      The exact date and time when the issue was observed, including timezone details:

       

      Actual results: [RDR] Discovered VMs created via CLI take a few mins and requires multiple hard refreshes to be listed under VMs page of ACM console

       

       

      Expected results:  When discovered VMs are created via CLI, it shouldn't take multiple hard refreshes and 4-5mins to be listed under Infrastructure -> Virtual machines of the RHACM hub console
