Adding Automation Template on ACM produces an error

Steps to Reproduce:

1.   Have a proxy and set both PROXY and NO_PROXY
2.   Add an ansible controller credential
3.   Try to create an automation template

Actual results:

"The credential returned an error response from Ansible Tower. Please review the host and token."

Expected results:

Able to create an automation template

Works in 2.11 

Console is not utilizing NO_PROXY variable despite it being set in pod

Browser shows the following error in the HAR:
"_error": "net::ERR_UNEXPECTED_PROXY_AUTH",
