      Description of problem: Autogenerated unbound service account token `observability-alertmanager-accessor-token`  in RHACM 2.13.

      How reproducible: Always

      Steps to Reproduce:

      1.  Install Advanced Cluster Management for Kubernetes 2.13.z version on OCP versions 4.14+. 
      2. Create multiclusterhub resource in open-cluster-management namespace
      3. Enable observability by creating  MultiClusterObservability resource in open-cluster-management-observability namespace. As soon as I created this resource, multiple SA token secrets were created automatically, and observability-alertmanager-accessor-token is one of them:
      % oc get secrets
      observability-alertmanager-accessor-token kubernetes.io/service-account-token 4 3m16s
