ACM doesn't work with OpenShift External Authentication [ACM 2.13]

      When OpenShift External Authentication is use as the authentication mechanism, ACM fails to deploy.   Specifically, the console-mce-console pods CrashLoopBackOff

      We are specifically seeing this with ROSA HCP configured with external authentication but suspect any OpenShift installation with external authentication would experience the same problem
