Goals

With upcoming OCP support for Kueue we'd like to ensure that RHACM is the go to product for logging aggregation for Kueue and Multikueue deployments. 

Whilst OCP can supply rudimentary log management, RHACM should provide a deeper and fuller set of management across all kueue-enabled managed clusters (worker clusters in multikueue terminology).

TLDR Goals:

1. Retrieve logs from worker clusters for easy management in a single location

Personas and Use Cases

As an infrastructure admin I'd like to manage Kueue logs for my entire fleet in RHACM.

As a developer I'd like to be able to access logs for troubleshooting across a multikueue fleet from a single location such as RHACM.

How much of this already exists in multikueue today and how much will we need to build from scratch (see: https://github.com/kubernetes-sigs/kueue/issues/3526)
