Description of problem:

When trying to deploy an application on clusters with 'degraded' status, the cluster node shows a yellow warning, but the clusters that are in the 'degraded' status do not reflect this and they show a green ready status

Steps to Reproduce:

1. Have a cluster that is in 'degraded' status
2. Deploy an application on the degraded cluster and a ready cluster
3. Observe the cluster node in the topology view and the individual cluster details

Actual results:

All clusters including degraded clusters show green status

Expected results:

individual cluster sections should show yellow status
