      Value Statement

      Console's virtual machine proxy should use the user session token for VM action requests. This is required for the new RBAC.

      We also need to have VM actions enabled by default. Previously, we had to have an env variable (VIRTUAL_MACHINE_ACTIONS) set to enabled. In 2.14, we will enable by default all VM actions but still honor the env var so if users decide to set to disabled we will hide all VM actions in UI.
