Need review with telco team about the GH migration solution

We need to create deep dive doc on GH for migration. How will it work with GH agent, kafka,db specially given the need for horizontal scaleable across clusters architecture. And given that the starting hub may go away

Definition of Done for Engineering Story Owner (Checklist)

• Need to cover this case import cluster as a hosted mode. If enabled, then migrate to this cluster, all the managed clusters will be imported as hosted mode which is not our desired.
  • Specify a label then import as hosted mode with global hub agent
  • Without a label, then import as a normal mode with global hub agent.
  • How to import as a normal mode without global hub agent

Development Complete

• The code is complete.
• Functionality is working.
• Any required downstream Docker file changes are made.

Tests Automated
