      Description of problem:

      We have a RHACM policy pl-flux-kube-state-metrics-2.2.3 having a dependency from another policy pl-flux-install-2.2.3 

      Version-Release number of selected component (if applicable):

      2.13

      How reproducible:

      Always

      Steps to Reproduce:

      1. Create a policy with a `.` in the name and have it be in non violating status
      2. Create a policy that depends on that policy

      Actual results:

      Parent policy is in pending status saying the dependent policy is not satisfied

      Expected results:

      It works

      Additional info:

      New behavior, it works in 2.11
