      Epic Goal

This epic should provide a unified and user-friendly framework in the ACM UI that allows users to select multiple resources across different views (Search, Dashboards, Tree View) and perform supported actions (Like VM power operations, Labeling, Migrating, etc.) in a single, consistent flow.

      Why is this important?

Admins and VM owners managing hundreds or thousands of virtual machines and nodes across multiple clusters need to act on groups of resources, not one-by-one, in a single place across multiple clusters.

We need to provide a standard pattern across ACM for how bulk actions are presented, validated, and executed and enable mass execution of AAP playbooks and EDA triggers, simplifying operations like cluster cleanup, VM lifecycle actions, and compliance fixes.

We need to reduce context switching and rework when navigating between Search, Dashboards, and Tree View.
