Description of problem:

MCE console currently offers to upgrade ROSA HCP clusters using the HCP version of upgrade. This functionality only works for HCP clusters deployed by the hub, where there is a HostedCluster resource defined.

1. Import a ROSA HCP cluster with an available update into MCE
2. Observe that the upgrade cluster option is shown in the cluster list or on the cluster details page
