OADP supports OCP 2.19 only on the 1.5 version

We install OADP 1.4 with ACM 2.13 so now that we support OCP 2.19, if the user upgrades OCP to 2.19, in ACM 2.13.3, OADP channel 1.4 will no longer be available.

This is opened to work address this issue with ACM 2.13 + OCP 4.19 ; need to find a way to automatically update OADP to 1.5 when this happens.
