We need to remove the example in callout 6 here: https://github.com/stolostron/rhacm-docs/blob/2.13_stage/clusters/assisted_installer/ai_enable_cim.adoc#enabling-cim-in-disconnected-environments

Or we can can test for 4.16+ and keep it.
