In MCE 2.9.0, the CAPI component will transition to GA. As a result, we will remove the tech-preview version from the MCE CR and update it to use the GA version of the component.

Definition of Done for Engineering Story Owner (Checklist)

• [x] MCE is updated to utilize the GA version of the CAPI component.
• [x] The CAPI GA component preserves the enabled value from the tech-preview version.

• The code is complete.

• Any required downstream Docker file changes are made.
