with https://issues.redhat.com/browse/ACM-1940 we are able to run acm control plane in a cheap way. A further step is to consider using kcp to host multiple acm control plane. So we could have better tenancy management and more cost effective.

- investigate an approach to run existing acm controller with multiple workspaces in kcp, possibly with an virtual server for projection.
- investigate how to leverage kcp shard to host ACM control plane with high scale.
