Today we already had a solution for OCM and Kueue's integration

There are a few things that need to enhance :

Installation

• Install cluster-permission with helm chart.
• Install resource-usage-collect-addon with helm chart.

Controllers & APIs

• Put admission check controller into addon-contrib repo.
• Put credential controller into addon-contrib repo.
• Install the above 2 controllers with helm chart.

Others
As discussed in the wg-batch community meeting, will add a link in Kueue for the OCM's integration.
