Summary
You can complete an image-based install of SNO using the OCP installation program only (openshift-install). Or, you can use the installation program plus the IBI Operator (IBIO). IBIO is used to automate the deployment stage when working at scale. IBIO is a component under MCE and should be in the RHACM docs. Therefore, we need to move the flow that uses IBIO to the ACM docs: https://docs.openshift.com/container-platform/4.17/edge_computing/image_base_install/ibi_deploying_sno_clusters/ibi-edge-image-based-install.html 

The flow using only the openshift-install program can stay in OCP docs. Any conceptual info about the IBO should also be moved to the ACM docs. Some minor content rework to accommodate this is required, with some linking between the two locations.

Content rework in OCP docs
Remove any reference to the IBIO flow from these assemblies:

• Understanding image-based installation and deployment for single-node OpenShift (remove "Managed single-node OpenShift cluster deployment" entirely)
• Preparing for a single-node OpenShift image-based installation
• Preinstalling single-node OpenShift using an image-based installation

Remove the assembly that docs a deployment using IBIO: [Deploying managed single-node OpenShift using the IBI Operator |https://docs.openshift.com/container-platform/4.17/edge_computing/image_base_install/ibi_deploying_sno_clusters/ibi-edge-image-based-install.html]. Also need to add conceptual context.
