Description of problem:

Whenever the hypershift-addon-agent pod restarts, the hypershift-operator is re-installed, which causes a pod restart. (upstream MCE 2.2)

Steps to Reproduce:

1. Restart the hypershift-addon-agent on local-cluster
2. Watch the hypershift/operator pod
3. ...

Actual results:

hypershift/operator pod restarts

Expected results:

Only should restart if new configuration (S3 bucket secret, external DNS secret, private link secret), new set of images overrides config map or addon upgrade with new set of hypershift operator images are present.
