Managed clusters listed twice in the "Kubernetes/Compute Resources/Cluster", in the "CPU Quota" table

      Description of problem:

      In the ACM Grafana dashboard "Kubernetes/Compute Resources/Cluster", in the "CPU Quota" table, most of the namespaces for managed clusters are showing up twice.  One line is missing the CPU Usage metric, it only shows a - and the duplicate line for the same namespace has the CPU Usage metric but is missing the Pods and Workloads metrics, also replaced by -. In the managed cluster's local observability dashboard, the data is correct and doesn't have this issue.  It only seems to exist in the ACM multi-cluster observability Grafana.

      1.  In Grafana check the "Kubernetes/Compute Resources/Cluster", in the "CPU Quota" table

      Actual results:

      Managed clusters are shown twice with split data

      Managed clusters shown once with all data
