Description of problem:

If upgrading ACM or MCE, the status of tech preview components should be carried over when they are no longer tech previews. One specific case is IBIO being a tech preview in MCE 2.6 but not in 2.8. This component is turned off when upgrading.

1. Install ACM/MCE
2. Enable a component that is a tech preview
3. Upgrade to a release where that component is not a tech preview.

Actual results:

The component will be disabled.
