Description of problem:

When accessing a Managed Cluster's Overview page the page loads but all links and tabs are unclickable. 

From All Clusters -> Infrastructure -> <managed cluster name>

Issue persists across browsers and private/incognito mode.

How reproducible:

Occurs consistently on this environment, have not seen it or reproduced it elsewhere.

Nothing stands out in the mce-console logs, we see errors regarding missing keys when accessing the Infrastructure page using the Network Console but nothing noteworthy when accessing the cluster's overview page.
