Discovery Clusters are not showing all clusters

      Description of problem:

      After using OCM credentials and configuring discovery settings, noticed that not all clusters provisioned are shown in the "Discovered Clusters" page.

      Version-Release number of selected component (if applicable):

      2.13.0-DOWNSTREAM-2025-03-03-01-21-49

      How reproducible:

      Always

      Steps to Reproduce:

      1. Provision a ROSA HCP cluster with OCM credentials
      2. Add OCM credentials to hub 
      3. Configure OCM discovery settings
      4. Search ROSA HCP cluster

      Actual results:

      No clusters found.

      Expected results:

      Cluster should be listed.

      Additional info:

      I was able to use the same credentials with "Import Cluster" to import the cluster into my hub, but it was not found in "Discovered Clusters".

      I noticed that other clusters are not included in the discovery as well (not specific to ROSA HCP it seems)
