ACM custom annotations

Goals

The goal of this feature is to provide users with the ability to customize the default policy annotations. Currently, ACM provides the following predefined annotations:

  policy.open-cluster-management.io/controls:
  policy.open-cluster-management.io/standards: 

Users would like the ability to define custom annotations such as:

  policy.open-cluster-management.io/owner:
  policy.open-cluster-management.io/type:
  policy.open-cluster-management.io/criticality: 

The goal is mainly for structure/filtering/labelling reasons.

Acceptance Criteria

1. Users can define and apply custom annotations to policies within ACM.

1. Custom annotations persist and are displayed correctly in the ACM console.
