Cannot create rosa-hcp due to CAPA container privilege issue

      Description of problem: 

      after installing latest MCE and enabling CAPA and CAPI trying to install ROSA-HCP getting error in the CAPA pods complaining about not authrized to store the ocm token as below

      1. deploy MCE using latest downstream image mce-custom-registery:2.8-latest
      2. use the ROSA-HCP template to create ROSA-HCP and apply it to the cluster
