Value Statement

This allows a cluster admin to update the S3 OIDC secret and the hypershift addon automatically re-installs the hypershift operator with the updated secret without any manual intervention from the cluster admin.

Acceptance Criteria

• Updating the S3 secret on the hub should trigger the hypershift addon to re-install the hypershift operator. 
• The re-installed hypershift operator should continue working and be able to provision/de-provision hosted clusters.
