[RDR] Application kebab button takes multiple attempts to intercept

      Description of problem:

      The ACM Application page watches changes in the following resources:

      • applications
      • applications
      • argoApplications
      • channels
      • placement rules
      • placements
      • placement decisions
      • subscriptions

      Whenever any of these custom resources are updated, the application page re-renders, causing the action menu to close each time. If updates occur frequently, the action menu becomes difficult to access.

      This behavior was observed while debugging a ramen bug, where ramen repeatedly updates the PlacementRule. However, this issue can also be triggered by other factors. It is recommended to address and fix it.

      click the application action menu and wait for sometime
       

      Actual results:

      The application action menu is auto-closing 

      Expected results:

      The application action menu should not auto-close
