Add Github action config for MCE 2.8 automation

      As we transition into the next release, we need to create a new GH action config file for the ending release.

       

      New version need to be added here: https://github.com/stolostron/backplane-operator/tree/main/.github/workflows We also need to ensure that we are disabling any GH action jobs that are running for previous release versions that are EOL.
